The first 39 books of the Bible are called the Old Testament. 12 of those books are called the Minor Prophets (because the books are small). Obadiah is the fourth of the 12.
Obadiah's name means Servant of the Lord or Worshiper of Yahweh (YHWH). He receives a vision from the Lord God concerning Edom (part of present day Jordan) and the news is not good for Edom. Obadiah hears from God that He will summon all the nations against Edom including Edom's own allies. Every nation will be against her and no one will escape God's vengeance.
Why is God sending the nations of the earth to battle against Edom? It is because she treated Israel with great disdain. Edom stood on the sidelines during a time of deep humiliation for, and violence against, Israel. Edom didn't stay on the sidelines though; she got in the game by cheering on Israel's destroyers and actually cut down Israel's fugitives running from the massacre and imprisoned her survivors. God declared hundreds of years earlier in a Covenant with Abraham that He would bless those who bless Israel and curse those who curse Israel. Edom cursed Israel and the book of Obadiah shows God's Covenant response of cursing Edom.
We do not have a record (outside of the Bible) of this happening in the past, although most assuredly it did, but God tells us in verse 15 of this one chapter book that the Day of the Lord is drawing near and when it comes what she did to Israel will happen to her. There will be restoration for Israel and justice and judgement to all the nations.
Things will be turned around and Israel will become like a fire burning and consuming the house of Esau (Edom). Edom will be evicted and instead be occupied by Israel. Israel will be comforted and live in her own land; the land God promised to give her forever (all of it) and her Lord and King will rule the world from Mount Zion.
